Updated trunk and notification class

New feature for 1.0: background sending of notifications
If enabled, both Email and Jabber notifs will be sent by schedule.php. This can make Flyspray faster when performing database changes (task edit, new comment, ...) since everything is sent in a separate script which is not called by the user. If disabled, both Email and Jabber notifs will be sent instantly.

Holidays patch...I *did* have a power supply so here is the result ^^

- fixed missing resolution name (tasklist)
- fixed notice: $sql_params
- page enumeration now consistent (always the same number of page links shown)
- Patch by Christian containing many preventive security measures and other optimisations
- when submitting forms, the previous page is now remembered even if there was an incorrect form submission before
- some phpdoc documentation. @version is always 1.0 (starting from the time where the documentation was added). feel free to add yourself to @author
- some search fields were not saved when sorting the tasklist
- fixed incorrect total number of tasks in case of insufficient permissions
- comment deletions did not show up in the history
- tightened security checks in modify.php (there might have been severe security issues, I didn't try to create exploits though so I can't prove)
- newgroup/newuser now part of admin/pm area
- little more consistent menu (now always two bars)
- some search fields were falsely disabled
- version list items were not added at the end if no order number was entered
- non admin users could not login correctly
- new: GMT timezone conversion. FS#457 (still have to look at daylight savings)
- description for groups not required anymore (in most cases the name is self explanatory and you know whatfor you create a group without description)
- comment events did not show up correctly
- FS#927: dependency graphs should not put the image map at the top of the document anymore. I don't have this dot stuff, but it looked like the whole thing didn't work anyway so I added a fix for it. I'd appreciate feedback from people who can actually see the graphs.
- redesigned and outsourced the multi user select
- task closure requests were not possible
- FS#1028: unable to create new user accounts

New permission system
Instead of $user->perms['...'] we use $user->perms('...') now. A second parameter can be added to specify the project like $user->perms('manage_project', 1). The advantage is that some actions are much easier and safer to implement. The AddToNotifyList() function for example has been rewritten and does not do the permission checks within the SQL query anymore so it is faster for many users in particular.

+ added missing "add" button for the notifications tab

New translation system.

From now on *all* translations are stored in $language (no $details_text, $fs->get_lang_pack(), etc. anymore). There is only *one* file per language in the lang-folder. I converted all existing translations, but they still need to be adjusted a bit. The new ".langdiff.php" will help translators to translate the missing strings.
There shouldn't be any regressions, but if there are, let me know.
