include keyring in test data.  Keyserver wasn't available all the time so tests were failing, this is much more reliable.  No idea how compatible the keyring is with other versions of gnupg

add rules/10_misc.cf from SpamAssassin 3.1.8, so that the test report is added to the output, and spamassassin adds headers into output so that the tests can match the patterns and pass

Starting an OpenPGP spamassassin plugin, it'll be the first authentication type supported by the Konfidi spamassassin plugin
copied spamassassin to spamassassin-openpgp and modified
this module is completely Konfidi-independent, but I'm not sure where else to put it, so this'll have to do
